# The River Purification Boards (Establishment) Variation (Scotland) Order 1989, Note: Explanatory note


(This note is not part of the Order)
River purification boards' annual expenses are at present apportioned among the regional councils concerned on the basis of the “penny rate product”. This basis will no longer be available on the abolition of domestic rates as from 1st April 1989. The Order substitutes in the river purification boards' Establishment Orders fixed proportions as a basis for apportionment. Where river purification boards' areas include only a small part of a regional council’s area, the apportionment against that council is nil.
