  "text": "(1) Subject to paragraph (2), any expenses incurred by the Department under this Order shall be defrayed by the promoters.\n(2) The Department may, as a condition precedent to the making of an order under this Order, require the promoters to deposit or give security for such sum as in opinion of the Department is sufficient to defray such expenses.",
