  "text": "The following provisions of the Road Safety Act 2006 shall come into force on the second appointed day—\n(a) section 4;\n(b) section 5, and accordingly Schedule 1;\n(c) sections 6 and 7; and\n(d) section 59, insofar as it relates to paragraph 2 of Schedule 7, and accordingly paragraph 2 of Schedule 7.",
