  "text": "This Part of this Act shall apply to Scotland subject to the following modifications:—\n(a) The expression “local authority” shall mean a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994;\n(b) Section one hundred and seven of this Act shall not apply.",
