  "text": "ROAD TRAFFIC\nMade 9th December 1992\nLaid before Parliament 9th December 1992\nComing into force 2nd February 1993\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the compulsory use of safety belts in vehicles of less than 3.5 tonnes, in exercise of the powers conferred on him by section 2(2) of that Act and of all other enabling powers, hereby makes the following Regulations:—",
