  "text": "(1) Section 51 of that Act (appeals to Secretary of State) shall be amended as follows.\n(2) In subsection (1) for the words “a certifying officer” there shall be substituted the words “ an examiner ”.\n(3) In subsection (4) for the words “the certifying officer” in each place where they occur there shall be substituted the words “ the examiner ”.",
