  "text": "(1) A person who, in response to a notice to owner served under this Schedule, makes any representation under paragraph 2 or 5(2) above which is false in a material particular and does so recklessly or knowing it to be false in that particular is guilty of an offence.\n(2) Any person guilty of such an offence shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.",
