  "text": "In any proceedings a certificate—\n(a) that payment of a fixed penalty was or was not received, by a date specified in the certificate, by the person to whom it was required to be paid, or\n(b) that a letter containing an amount sent by post in payment of a fixed penalty was marked as posted on a date so specified , or\n(c) that the identification requirements specified in section 69(3C) or 75(8B) have been fulfilled,\nshall, if the certificate purports to be signed by the person to whom the penalty was required to be paid, be evidence (and, in Scotland, sufficient evidence) of the facts stated.",
