  "text": "If a person acts in contravention of or fails to comply with—\n(a) any regulations made by the Secretary of State under the Road Traffic Act 1988 other than regulations made under section 31, 45 or 132 or under section 160 by virtue of Schedule 2A,\n(b) any regulations made by the Secretary of State under the Road Traffic Regulation Act 1984, other than regulations made under section 22I, 28, Schedule 4, Part III of Schedule 9 or Schedule 12,\nand the contravention or failure to comply is not made an offence under any other provision of the Traffic Acts, he shall for each offence be liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
