  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Road Transport (International Passenger Services) Regulations 1984. They provide that—\n(a) the fee for a shuttle service authorisation or a regular service authorisation is increased from £140 to £144.20; and\n(b) a new fee is introduced for an own-account certificate, at the rate of £5 for each year of validity.\nAn own-account certificate is a certificate issued in accordance with the Common Rules for the International Carriage of Passengers by Coach and Bus (Regulation (EEC) 684/92 as amended by (EC) 11/98) to non-profit making bodies, such as schools, local authorities and scout clubs, for their own transport.\nOther fees payable under the 1984 Regulations are unchanged. The fees were last changed in 1990.",
