  "text": "(1) The administrative authority shall, in relation to every road tunnel for which it is the administrative authority, designate a person to be the Tunnel Manager for (as appropriate) the design stage, the construction stage, and the operating stage.\n(2) The administrative authority may undertake the role of the Tunnel Manager.",
