  "text": "Road Traffic\nMade 30th March 2009\nLaid before Parliament 2nd April 2009\nComing into force 29th April 2009\nThe Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 ;\nThe Secretary of State is a Minister designated for the purposes of section 2(2) of that Act for the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme.",
