  "text": "ROAD TRAFFIC\nMade 20th September 2001\nLaid before Parliament 24th September 2001\nComing into force\nRegulations 1, 2, 8 and 10 16th October 2001\nRegulations 3, 4, 5, 6, 7, 9, 11 and 12 1st May 2002\nThe Secretary of State for Transport, Local Government and the Regions in exercise of the powers conferred by section 41(1), (2) and (5) of the Road Traffic Act 1988 and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—",
