  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Road Vehicles (Construction and Use) Regulations 1986 by amending from 1st January 1998 to 1st May 1998 the date specified in regulation 61(10) and (10B)(c) of those Regulations (emissions in relation to amateur-built vehicles).",
