"text": "(This note is not part of the Regulations)\nThese Regulations further amend the Road Vehicles (Construction and Use) Regulations 1986.\nRegulation 39 of the 1986 Regulations requires petrol tanks fitted to vehicles first used on or after the 1st July 1973 to be made of metal. The amendments exempt motor bicycles first used on or after 1st February 1993.\nRegulation 61(10A) of the 1986 Regulations imposes limits on the carbon monoxide and hydrocarbon content of exhaust emissions from certain vehicles when the engines are idling. The provision applies only to vehicles with spark ignition engines. Previously, vehicles of Class V or VI within the meaning of the Motor Vehicles (Tests) Regulations 1981 (S.I. 1981/1694) were exempt from this requirement. The amendments remove this exemption. The vehicles affected are public service vehicles and other vehicles which are constructed or adapted to carry more than 12 passengers.\nRelevant amendments of the 1981 Regulations have been made by S.I. 1984/1126 and 1988/1894.",
