# The Road Vehicles (Construction and Use) (Amendment) (No.2) Regulations 1996, Introduction: Introductory text

Laid before Parliament 8th February 1996
Coming into force
For the purposes of regulation 4 6th March 1996
For all other purposes 10th February 1997
The Secretary of State for Transport—
(a) in exercise of the powers conferred by sections 41(1), (2) and (5) of the Road Traffic Act 1988 (“the 1988 Act”), and
(b) being a Minister designated for the purposes of subsection (2) of section 2 of the European Communities Act 1972 in relation to the regulation of the construction and equipment of vehicles and of components of vehicles, in exercise of the powers conferred by that subsection,
and in exercise of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of the 1988 Act, hereby makes the following Regulations:—
