# The Road Vehicles (Construction and Use) (Amendment) (No.2) Regulations 1996, Regulation 3: Preliminary


(1) The Road Vehicles (Construction and Use) Regulations 1986 shall be further amended in accordance with the following provisions of these Regulations.
(2) Regulation 5 of these Regulations is made in exercise of the powers conferred by section 41 of the Road Traffic Act 1988 to the exclusion of the powers under section 2(2) of the European Communities Act 1972.
