  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Road Vehicles (Construction and Use) Regulations 1986.\nRegulation 98 provides that, except in specified circumstances, the driver of a vehicle must stop the engine when the vehicle is stationary in order to prevent noise. The effect of these Regulations is to amend that provision so as to add the prevention of exhaust emissions as a reason for stopping the engine.",
