  "text": "ROAD TRAFFIC\nMade 26th May 2000\nLaid before Parliament 31st May 2000\nComing into force\nFor the purposes of regulations 2 and 3 1st August 2000\nFor all other purposes 1st October 2000\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 41(1), (2) and (5) of the Road Traffic Act 1988 and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—",
