  "text": "ROAD TRAFFIC\nMade 7th February 2001\nLaid before Parliament 7th February 2001\nComing into force 1st March 2001\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 41(1), (2) and (5) of the Road Traffic Act 1988, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:",
