  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Road Vehicles (Excise) (Prescribed Particulars) Regulations 1981.\nRegulations 3 and 4, with Schedules 1 and 2, make provision for the recovery vehicle class, established with effect from 1st January 1988 under the Vehicles (Excise) Act 1971 as amended by the Finance Act 1987.\nRegulations 5 and 6 make amendments to the forms of application for trade licences.",
