  "text": "RECOVERY VEHICLE I declare\n(a) that the vehicle is constructed or permanently adapted for the purposes of lifting and towing a disabled vehicle or for any one or more of those purposes;\n(b) that the vehicle does not require a goods vehicle test certificate or a plating certificate because it is a break-down vehicle as defined in regulation 3(1) of the Goods Vehicles (Plating and Testing) Regulations 1982 as amended.\nSignature",
