  "text": "(1) The Road Vehicles Lighting Regulations 1989 shall be amended in accordance with the following provisions of these Regulations.\n(2) So far as any requirement is imposed by virtue of these Regulations, that requirement is imposed in exercise of the powers conferred by section 41 of the Road Traffic Act 1988 to the exclusion of the powers conferred by section 2(2) of the European Communities Act 1972.",
