  "text": "ROAD TRAFFIC\nMade 28th September 1989\nLaid before Parliament 11th October 1989\nComing into force 1st November 1989\nThe Secretary of State for Transport, in exercise of the powers conferred by–\n(a)section 81 of the Road Traffic Act 1988, in so far as these Regulations revoke enactments having effect as if they had been made under that section;\n(b)section 41 as read with section 43 of that Act as regards all other provisions of these Regulations,\nand all other enabling powers, and after consultation with representative organisations in accordance with section 195 of that Act, hereby makes the following Regulations:–",
