  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Road Vehicles (Registration and Licensing) Regulations 2002, so as to provide that the fee of £19, payable to the Secretary of State under regulations 13, 14, 16, 18, 21, 22, 24 and 25 of those Regulations in respect of a registration document which has been, or may have been, lost, stolen, damaged or destroyed, is not to be payable where “the registration document fee exemption” applies. Regulation 3 of these Regulations inserts a new paragraph (1A) into regulation 3 of the 2002 Regulations defining the circumstances in which that exemption applies.\nA full regulatory impact assessment has not been produced for this instrument as it has no adverse impact on the costs of business.",
