  "text": "ROAD TRAFFIC\nMade 1st November 1990\nLaid before Parliament 12th November 1990\nComing into force 3rd December 1990\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 23 (as modified by section 39(1) and paragraph 20 of Part I of Schedule 7) and 37(1) of the Vehicles (Excise) Act 1971, and of all other enabling powers, hereby makes the following Regulations:",
