Coming into force 3rd December 1990
The Secretary of State for Transport, in exercise of the powers conferred by sections 23 (as modified by section 39(1) and paragraph 20 of Part I of Schedule 7) and 37(1) of the Vehicles (Excise) Act 1971, and of all other enabling powers, hereby makes the following Regulations:
