  "text": "ROAD TRAFFIC\nMade 20th February 1997\nLaid before Parliament 27th February 1997\nComing into force 24th March 1997\nThe Secretary of State, in exercise of the powers conferred by sections 10, 22(1)(d) and (dd) and (1B) and 57(1), (2) and (3) of the Vehicle Excise and Registration Act 1994, and of all powers enabling him in that behalf, hereby makes the following Regulations:—",
