  "text": "ROAD TRAFFIC\nMade 19th August 2003\nLaid before Parliament 26th August 2003\nComing into force 1st October 2003\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 22(1)(c) and (d), (1B), (2) and (2A), 57(1) and 59(2)(a) of, and paragraph 24 of Schedule 2 to, the Vehicle Excise and Registration Act 1994, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
