  "text": "In regulation 30, for paragraph 5 there shall be substituted—\n“(5) Where a Government department is the registered keeper of a vehicle—\n(a) regulations 13, 14, 15, 16 and 18 shall apply;\n(b) regulations 20, 21, 22, 23, 24 and 25 shall apply on a change in the keeper of a vehicle; and\n(c) regulations 20, 21, 22 and 25 shall apply on a change in the keeper of a vehicle from one Government department to another.”.",
