The Secretary of State for Transport makes the following Regulations in exercise of the power conferred by section 21(3) of the Vehicle Excise and Registration Act 1994 f1 and by virtue of the Department for Transport (Driver Licensing and Vehicle Registration Fees) Order 2003.f2
