  "text": "Schedule 4 shall have effect for the purpose of prescribing, the particulars to be furnished and the declarations to be made, and the times at which and the circumstances and manner in which they are to be made, by a person who—\n(a) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(b) does not renew a vehicle licence on its expiration; or\n(c) keeps an unlicensed vehicle.",
