  "text": "(1) The holder of a vehicle licence or trade licence who wishes to claim a rebate in accordance with section 19(1) of the 1994 Act must submit a signed application to the Secretary of State.\n(2) In the case of a trade licence, the application must be accompanied by any trade plates issued to the holder in connection with the licence.",
