  "text": "(This note is not part of the Regulations)\nThe Road Vehicles Registration Fee Regulations 1998 provide that (subject to exemptions) a vehicle must not be registered under Vehicle Excise and Registration Act 1994 unless a fee of £25 is paid. Those Regulations refer to section 22 of the Vehicle Excise and Registration Act 1994 as the provision under which vehicles are registered instead of section 21. These Regulations correct the erroneous reference.",
