  "text": "ROAD TRAFFIC\nMade 9th March 1999\nLaid before Parliament 10th March 1999\nComing into force 1st April 1999\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 22(1D), (1E) and (2), 57(1), (2) and (3) and 59(2)(a) of the Vehicle Excise and Registration Act 1994 and of all other powers enabling him in that behalf, hereby makes the following Regulations:–",
