  "text": "ROAD TRAFFIC\nMade 17th December 1997\nLaid before Parliament 19th December 1997\nComing into force 15th January 1998\nThe Secretary of State, in exercise of the powers conferred by sections 22(1D), (1E), (1G) and (2) and 57(1), (2) and (3) of the Vehicle Excise and Registration Act 1994 and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
