  "text": "Where the Department considers it necessary, for the prevention of danger arising from obstruction—\n(a) to traffic upon a road, or\n(b) to the view of persons entering or using a road,\nto impose restrictions with respect to any land other than restrictions imposed by or under any other provision of this Order, the Department may serve a notice in accordance with Schedule 4.",
