  "text": "The following expressions have the meanings hereby respectively assigned to them, that is to say:—\n“the 1988 Regulations” means the Royal Ulster Constabulary (Complaints etc) Regulations 1988, as amended;\n“the 1998 Act” means the Police (Northern Ireland) Act 1998;\n“the 2000 Regulations” means the Royal Ulster Constabulary (Complaints etc) Regulations 2000;\n“chief constable” shall be construed as including a reference to an officer discharging the functions of the chief constable;\n“the Ombudsman” means the Police Ombudsman established by Part VII of the Police (Northern Ireland) Act 1998;\n“complaint” has the same meaning as under section 50(1) of the 1998 Act;\n“complainant” has the same meaning as under section 50(1) of the 1998 Act;\n“member” means a member of the Royal Ulster Constabulary or Royal Ulster Constabulary Reserve;\n“member concerned”, in relation to a complaint or other matter means the member about whose conduct the complaint is made or other matter concerns;\n“other matter” is a matter (not being a complaint) which the Ombudsman may investigate under section 55 of the 1998 Act;\n“the Order” means the Police (Northern Ireland) Order 1987;\n“Police Authority” means the Police Authority for Northern Ireland established by section 1 of the 1998 Act.",
