  "heading": "Approval of operations",
  "text": "(1) An application for the approval of an operation must—\n(a) be made in such form and at such time, and\n(b) contain such information,\nas the Welsh Ministers may require.\n(2) The Welsh Ministers may, provided that they are satisfied that an operation to which the application relates is eligible for financial assistance, approve that operation.\n(3) The Welsh Ministers may vary an approval by varying any condition to which it is subject, or imposing conditions.\n(4) Before varying an approval under paragraph (2), the Welsh Ministers must—\n(a) give the beneficiary notice in writing that they propose to do so with a statement of reasons;\n(b) give the beneficiary an opportunity to make written representations within such time as the Welsh Ministers consider reasonable; and\n(c) consider such representations.",
