  "text": "In regulation 8 of the principal Regulations (claims for financial assistance), there shall be inserted–\n(a) at the beginning, “(1) Subject to paragraph (2),”; and\n(b) at the end–\n“(2) The Secretary of State shall not accept a claim for financial assistance received by him after 31st October 2001.”.",
