  "text": "(1) In connection with the exercise of any of its functions ISA may—\n(a) enter into contracts and other agreements (whether legally binding or not);\n(b) acquire and dispose of property (including land);\n(c) borrow money;\n(d) do such other things as ISA thinks necessary or expedient.\n(2) The power conferred by sub-paragraph (1)(b) includes accepting—\n(a) gifts of money, and\n(b) gifts or loans of other property,\non such terms as ISA thinks appropriate.\n(3) But ISA may exercise the power conferred by sub-paragraph (1)(b) or (c) only with the consent of the Secretary of State.\n(4) Such consent may be given—\n(a) with respect to a particular case or with respect to a class of cases;\n(b) subject to such conditions as the Secretary of State thinks appropriate.",
