  "text": "HARBOURS, DOCKS, PIERS AND FERRIES\nMade 18th August 1994\nComing into force 19th August 1994\nWhereas the making of this Order is not opposed.\nNow, therefore, the Secretary of State for Wales in exercise of the powers conferred by section 14 of the Harbours Act 1964, and now vested in him, and of all other powers enabling him in that behalf hereby makes the following Order:",
