  "text": "MERCHANT SHIPPING\nPILOTAGE\nMade 5th October 1987\nLaid before Parliament 16th October 1987\nComing into force 21st December 1987\nWhereas the Shetland Islands Council has applied for a Pilotage Order in accordance with the Pilotage Orders (Applications) Regulations 1980; and whereas no objection to the application has been received:\nNow therefore the Secretary of State for Transport, in exercise of the powers conferred by section 9 of the Pilotage Act 1983 and of all other powers enabling him in that behalf, hereby makes the following Order:",
