The Lord Advocate, in exercise of the powers conferred on him by sections 108(6), 114 and 146 of the Housing Grants, Construction and Regeneration Act 1996^f1 and of all other powers enabling him in that behalf, having consulted such persons as he thinks fit, hereby makes the following Regulations, a draft of which has been laid before and has been approved by resolution of each House of Parliament:
