  "text": "These Regulations amend the Scholarships and Other Benefits Regulations 1977 to permit local education authorities to defray, in accordance with the Regulations, clothing expenses of children attending county, voluntary and special schools even though the clothing in question could be provided directly by the authority under section 5 of the Education (Miscellaneous Provisions) Act 1948.",
