  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 2002/2978 and is being issued free of charge to all known recipients of that Statutory Instrument.\nEDUCATION, ENGLAND\nMade 30th July 2003\nLaid before Parliament 11th August 2003\nComing into force 1st September 2003\nThe Secretary of State for Education and Skills, in exercise of the powers conferred upon him by sections 12 and 210(7) of the Education Act 2002 hereby makes the following Regulations:",
