  "text": "(This note is not part of the Regulations)\nThese Regulations amend the School Finance (England) Regulations 2011 by substituting paragraph 30 of Schedule 2.\nRegulation 5(1) of the 2011 Regulations provides that certain types of expenditure, including those specified in Schedule 2, may be included in the school budget and regulation 7(1) provides that local authorities must deduct from their schools budget those types of expenditure set out in Schedule 2 as they propose to deduct, in order to determine their individual schools budget for the funding period. Paragraph 30 of Schedule 2 specifies expenditure on library services for primary and special schools.",
