  "text": "EDUCATION, ENGLAND\nMade 18 February 2003\nLaid before Parliament 27th February 2003\nComing into force\nRegulations 1, 2(1) and (3),and 3 to 33 20 March 2003\nRegulation 2(2) and 34 1 September 2003\nIn exercise of the powers conferred on the Secretary of State by section 19(2) and (3), section 20(2) and (3), section 210(7), section 214(1) and (2)(b) of the Education Act 2002 and all other powers enabling him in that behalf, the Secretary of State for Education and Skills hereby makes the following Regulations:",
