The local authority’s detailed arrangements and policies in respect of—

(a)

the identification and assessment of children with special educational needs and the involvement of parents in that process;

(b)

the provision made in community, voluntary and special schools maintained by them for pupils with special educational needs and the use made by them of such special schools maintained by other authorities; and

(c)

special educational provision provided otherwise than at school.
