  "text": "Where the authority has any serious concerns about the performance of the head teacher of a school—\n(a) it must make a written report of its concerns to the chair of the governing body of the school, at the same time sending a copy to the head teacher; and\n(b) the chair of the governing body must notify the authority in writing of the action he proposes to take in the light of the report.",
